编者按:2012年4月23—25日在尼日尔(编者注:西非内陆国家,为世界上最不发达国家之一)尼亚美(编者注:尼日尔的首都)举办的“阿德尔岩画——保护与定价研习会”审查阿德尔地区5处主要岩画遗址保护调查的结果。非洲岩画信托首席运行官特丽·利透、摩洛哥国家岩画遗产中心主任艾哈迈德·乌穆斯同国家遗产代表、专家、社区领导和记者制订了基于调查结果和研习会讨论的二十条建议。阿尼古哈内,一家专注于岩画的尼日尔非政府组织,在“克劳斯亲王文化与发展基金”的资助下主办此次活动。
Editor’s note: The Rock Art of the Air, "Preservation and Valorisation” Workshop in Niamey, Niger, 23-25 April 2012, reviewed the results of a conservation survey of 5 principle rock art sites in the Air region. Terry Little, TARA COO, and Ahmed Oumouss, Director of the National Centre for Rock Art Heritage in Morocco joined national heritage representatives and experts, community leaders and journalists in formulating 20 recommendations based on the survey results and workshop discussions. The activity was organized by Anigourane (an NGO focused on rock art in Niger) with funding support from the Prince Claus Fund for Culture and Development.
All participants at the workshop made the following recommendations based on the assessment report of five major rock art sites of the Air (Awidarere - Targhirmiss - Iwelen - Anakom - Tanakom) and various communications and work that were presented on site management, and strong community involvement.
For the Ministry of Culture
1. Create a database about Niger’s rock art
2. Accelerate the revision of the legal framework for the inventory and classification of the national heritage of the main rock art sites
3. Reclassify the Reserve of the Air and Ténéré as a mixed natural / cultural UNESCO World Heritage Site
4. Ensure that the texts on the protection of cultural heritage are better known and understood
5. Finalize the National Strategic Plan for Cultural Development (2008-2015), highlighting rock art
6. Include the rock art sites in the National Heritage database
7. Involve communities in the management of heritage, in a participatory approach
For the Agadez Region
9. Develop a plan for all rock art sites in the region, in collaboration with the relevant departments (Culture, Tourism, IRSH, Environment, Education, etc.)
10. Develop awareness activities on rock art for schools
11. Support communities in the revision of their Municipal Development Plan (PDC) to include the valorization of heritage
For communities
11. List all rock art sites based on minimum international standards: location, content, conservation status, and risks for its conservation.
12. Include this inventory in the Municipal Development Plan (PDC)
13. Raise awareness about the importance and fragility of the rock art
14. Organize visits to rock art sites for schools
15. Develop public / private partnership
For partners and donors
16. Support and encourage all efforts in the preservation and valorization of rock art Niger
17. Continue and complete the general inventory of rock art sites throughout the Air mountains and Djado
18. For ANIGOURANE: wide diffusion of the assessment report of the mains 5 rock art sites of the Air to Ministries, municipalities and to all actors involved in the promotion of rock art
19. Create promotional materials (video, poster, exhibition, brochures, etc.) of the main rock art sites, translated into local languages
20. Initiate a study tour with a Niger team (Ministries / Municipalities / Civil Society) in Morocco to share experiences of the Morocco Centre for Rock Art Heritage (CNPR) in the management of rock art sites
